Corruption led to collapse of bridge: Congress

Staff Reporter

ITANAGAR, Feb 27:  Corruption was responsible for the collapse of suspension bridge at Tirbin on February 15 injuring seven people, alleged the District Congress Committee of West Siang district.

There was gross violation and work was not executed as per Detail Project Report (DPR). It is alleged that DPR was compromised which resulted in sub-standard work by using bamboos.

The committee however didn't mention the contractors or the firms in its press statement.

Addressing the media persons at Press Club on Monday, West Siang District Congress President Marpin Basar squarely blamed the PWD for poor quality of work leading to   the collapse of newly built suspension bridge injuring seven people including a pregnant woman.

Basar demanded the government to suspend the officers involved in the dubious works. He also asked the government to constitute an inquiry committee over the low standard work executed by the contractors and the department resulting in its collapse.

Did the department DPR recommend use of bamboos in the suspension bridge, Basar asked.

One Bajum Boje, a youth of Bege village lodged complaint against the department and contractors with Extra Assistant Commissioner Tirbin on February 18, three days after the incident holding them responsible for the collapse of bridge.

"A free and fair investigation should be conducted so that truth is unearthed and responsible people booked under appropriate section of the law" he said demanding that the government pay compensation to injured people for medical expenses.

Basar also questioned the role of local MLA in ensuring the quality work of the bridge.

Meanwhile, the committee further demanded that local MLA allocate funds from MLALAD to procure vehicle for the Police Outpost in order to make the police outpost at Tirbin functional.

Students allege discrepancies in road funding

ITANAGAR, Feb 27: The All Papum Pare District Students Union (APDDSU) in a letter to the Deputy Chief Minister Chowna Mein who also holds PWD portfolio alleged that two stretches of road -Bage Tinali-RGU and Khola Camp Tinali-Doimukh-Gumto Check Post is being funded from two different agencies at the same time. APPDSU claimed that National Highways & Infrastructure Development Corporation Limited (NHIDCL) has already issued NIT on November 11 last year for Rs. 68.54 Cr for the rehabilitation and up gradation of Doimukh-Harmoti Road and Doimukh to Khula camp and to Bage Tinali road.

The state government has also kept fund provision under State Annual Development Agenda (SADA) 2016-17 for maintenance of Baghe-Tinal-RGU-Road (Rs 650 lac) and Khola Camp Tinali-Doimukh-Gumto Check Post road (Rs 850 lac). The union has termed sanctioning of fund from two different sources for the same stretch of road as gross mistake and alleged that PWD is misusing the state fund.

They have appealed to PWD Minister to immediately divert the fund allocated under (SADA) for the construction of Cement Concrete Road in other stretch of roads under Doimukh Township with proper drainage provision. Further, APDDSU added that all the codal formalities should be maintained for the standard bidding by the department concern without any interference from any corner, so that the work quality is not compromised by the contractors. APPDSU has threatened to stop plying of government as well as private vehicles in Doimukh road if their demands are not met by the state government.

‘AFSPA is no cure for militancy’

New Delhi, Feb 27: The Armed Forces (Special Powers) Act -- the AFSPA -- is not the medicine for militancy and it is there to "extract resources" from Manipur, Irom Sharmila's party PRJA has said.

To drive home the point, the Peoples' Resurgence and Justice Alliance (PRJA) said that there were only four insurgent groups when the draconian AFSPA was introduced in Manipur in the 1980s and the number has gone up to 32 since.

The PRJA, which was formed by Sharmila after she ended her 16-year-long hunger strike against the AFSPA in August last year, is making its electoral debut in this Assembly polls, fielding candidates in three of the state's 60 seats.

"The AFSPA is not about militancy and counter-insurgency. It is something beyond that. To deal with militancy and counter-insurgency, you may need laws and programmes but the AFSPA is not one of them.

"In the 1980s when the AFSPA was introduced in Manipur, there were only four insurgent groups and in 2016 there were more than 32 groups reported... The AFSPA is not the medicine for militancy. It has clearly multiplied the disease. The AFSPA is there to extract resources from Manipur," PRJA convener Erendro Leichombam said in an email interview to PTI.

He said that his party would work towards the removal of the Act, which gives sweeping powers and immunity to the army in conflict-ridden areas,

from Manipur first and "then move Parliament to repeal it from all places across India".

Asked whether the electoral fight this time was "symbolic", the 33-year-old leader said, "Absolutely not. I think one PRJA MLA is worth 60 other MLAs. We are going to create so much ruckus inside the Assembly and expose the lies that people are going to ask for more."

Asked whether the party would support either the Congress or the BJP in case of a hung verdict, Leichombam just said, "We are not going to ally with the Congress."

On the possibility of a future alliance with the Aam Aadmi Party (AAP) in view of Delhi Chief Minister Arvind Kejriwal's appreciation of Sharmila, he said, "We are a very new party, we are barely five months old. We want to make sure we establish our own identity and foundation and once we are assured of the party strength, only after that we will be looking at an alliance."

Besides removal of the AFSPA, the nascent party is fighting the election on the planks of ending corruption, reducing unemployment, implementing Lokayukta, and ensuring a harmonious and inclusive Manipur.

Manipur is going to polls in two phases on March 4 and March 8 and the counting will be held on March 11. The Okram Ibobi Singh-led Congress dispensation has been in power in Manipur since 2002.

Asked about the party's take on the economic blockade by the United Naga Council and its impact to the economy of the state, he said, "Every day, people are struggling because of the economic blockade. The Congress and the BJP are in power in the state and at the Centre, respectively. It is their job to resolve this at the earliest but they are just taking political mileage out of this. Resolve the issue

The Arunachal bhawan, Mumbai is once again in news for all the wrong reasons. This time the Arunachal Students Union of Mumbai has alleged that US Roofs, the company which has taken land on lease and developed the property including that of bhawan, is trespassing into bhawan. The company is allegedly destroying parts of bhawan and converting it into their office. This has deeply worried those cancer patients who are staying in the bhawan. Mumbai is home to famous Tata Memorial Hospital, which is known for its cancer treatment.

Majority of Arunachalees visit the said hospital for cancer treatment. Therefore it is more important to resolve the issue concerning the Arunachal bhawan. The whole problem started due to mistake committed by the state government. They should have never given the land on lease and should have constructed the bhawan on their own. State government should try to find out a lasting solution and end this imbroglio at the earliest. Most of the people who use Arunachal bhawan, Mumbai are poor cancer patients who can’t afford to stay at the costly hotels. In their interest the state government should take urgent steps to resolve all the outstanding issues.

Value critical minds of the citizens

Dear Editor,

Through a recent edition of this daily, a senior government official had published a tenuous but arduously lengthy justification of how the recently concluded Festival of Arunachal was an immaculate success (Arunachal festival sets benchmark: food fest regains glory dated 25th February, 2017). It is fathomable that it is his duty to uphold the actions of the Government as such however disdainful it might appear to the educated and aware citizen of the 21st century.

This writer does not intend to question the grand success that he has unequivocally purported. Rather, the worrying part is his tedious choice of words to criticize the “critics” who he has ardently tried to portray as naïve and ingenuous.

This writer is of the opinion that critical mindset of the citizen is a sign that they are aware of what is going on around the society. They are alert, aware and questioning the authority of “whats” and “whys” of their actions. He has taken the liberty to declare it himself without whatsoever rational justification that the festival was absolutely flawless and bewilderingly memorable and that the people had truly enjoyed it. Before name-calling the critics as cynical and naïve, isn’t he himself being one by making such pompous remarks without a valid data to justify whether the citizens actually did enjoy it or not.

Moreover, he has liberally declared that our state hasn’t yet delivered any artist of the caliber of the Bollywood singers that were brought to perform. This might be true to an extent but does it justify the views he has purported that these Bollywood artists help showcase the potential of our state and enhance its image to the outside world?  This writer chooses to differ here. They go and play wherever they are paid excruciatingly high fees for the performances. Just a few days back before playing here, one of these Bollywood singers was performing in Guwahati at a college festival. Did it improve the image of the college or say, Assam? I doubt. It’s their job to play for a high fee. Rather, the same amount of money paid to them may nurture a dozen of local talents here.

In the overall write-up, the officer has chosen to name a few government officials and individuals whose roles he has specially cared to mention. What about the rest? Were these the only ones responsible for the grand success that he has claimed? This displays his bias towards others and favor for some.

One may take pride in one’s roles and duties to uphold the Government policies and actions, but it is rather callous and portrays an air of dictatorial attitude when a governmental official tries to shut the questioning and critical minds of the citizens.

Yours,

Peyom Jini

Itanagar
